According to the statement, as part of the agreement, Silicon Image is working with CESI Tech to establish an HDMI Authorized Testing Center (ATC) located in Beijing, China during the first half of 2011.

Establishment of an HDMI® Authorized Testing Center in Beijing Scheduled for First Half 2011
SUNNYVALE, Calif.–Silicon Image (NASDAQ:SIMG), a leader in advanced, interoperable HD connectivity solutions for consumer electronics, today announced it entered into a long-term partnership with CESI (China Electronics Standardization Institute) Technology Company, Ltd. (CESI Tech) to collaborate on technology standardization requirements for the Chinese consumer electronics (CE) market. As part of the agreement, Silicon Image is engaging with CESI Tech to establish an HDMI® Authorized Testing Center (ATC) located in Beijing, China during the first half of 2011.
CESI Tech is a wholly-owned subsidiary of the Chinese Electronics Standardization Institute, whose main responsibilities are consumer electronics product testing and the development of industry standards. CESI was founded in 1963 as a professional institute for standardization work in the field of electronics and information technology under the Ministry of Industry and Information Technology (MIIT) in China. CESI Tech plays a significant role in the promotion of innovative industry standards through its accredited laboratories and test centers.

Silicon Image, as well as other HDMI consortium founders, has established Authorized Testing Centers (ATCs) so that licensed manufacturers can submit their products for HDMI compliance testing. Silicon Image has appointed CESI Tech to operate a new HDMI ATC in Beijing, China, complementing the other HDMI ATCs already in operation by Simplay Labs, a wholly-owned subsidiary of Silicon Image responsible for Silicon Image’s HDMI ATC activities. Simplay Labs will support CESI Tech with ATC test methodologies, test tools, customer service and training.
